Off grid  power system rebates  and renewable energy credits

 

The Australian national RRPGP (Renewable Remote Power Generation Programme) 50% rebate is now available for households, businesses, churches, community buildings and schools!

 

Please note: The Australian Government announced on June 22, 2009 the Renewable Remote Power Generation Program (RRPGP) is closed to new applications except in Western Australia. Off grid installations in other states are covered by the new Solar Credits scheme, offering up to $7,500 in rebates.

The Residential and Medium-scale (RM) programme commenced on 23 July 2007 and provides a generous 50% rebates on wind and solar power systems for households, businesses, communities, not-for-profit, business, government, schools and other organisations in  remote areas of Australia and buildings not close to a main grid. 

 

The Department of the Environment, Water, Heritage and the Arts (DEWHA) is the Federal government agency responsible for the Renewable Remote Power Generation Program (RRPGP). The RRPGP Residential and Medium-scale sub-program is managed by DEWHA. It is delivered on behalf of the Federal government by the relevant state agencies.

 

The rebate is to support the installation of renewable generation systems including wind and solar power where existing RRPGP programmes were not already available.

 

Western Australia, Tasmania and Northern Territory already had RRPGP programmes in place prior to the national rollout, and so these states continue to have their RRPGP program administered by their relevant state body.

Rebates of up to 50 per cent of the capital cost of renewable generation and essential enabling equipment are available to applicants that fully comply with the eligibility requirements and procedures outlined in the programme guidelines.

 

 

Currently building a home?

 

You can lodge an application for the rebate while your home is under construction if upon completion of the home it will be your principle place of residence and within 6 months of lodging a rebate application you are able to present both a drivers license and electoral role confirmation with the installation address listed.

Australian Federal Government rebate streams and criteria

 

  • Rebates of maximum $200K for Stand Alone Power Systems
  • The Major Project (rebate greater than $200,000) and Industry Support

 

Eligibility for rebates of maximum $200K for Stand Alone Power Systems include the following criteria:

 

  • System is installed at principal place of residence or for systems serving communities, the applicant must be the governing authority of the community or an appropriately authorised representative; and the system must primarily supply facilities that are a key part of the community.
  • Must exceed a distance of 1 kilometre from the nearest main-grid line or provide evidence from the local network service provider that the total cost to connect to the main-grid is more than $30,000. Applicants just short of the $30,000 main-grid estimated connection cost threshold may still be eligible. To be considered, applicants must attach a one page letter of explanation with the Pre-purchase application and guarantee to repay the rebate if the site is connected to the main-grid within five years following installation of the renewable generation system. Sites that are under 1 kilometre to nearest connection point and the cost is just under $30,000 to connect to the mains grid may still able to get a rebate. If the quote to connect is between $25,000 and $30,000, a statutory declaration (which can be supplied by Energy Matters) can be completed stating the rebate will be repaid if connection to the mains grid occurs within 5 years.
  • Equipment on which a rebate is sought must be new and must be purchased after a Pre-purchase application has been approved by the administrator.
  • Expenditure on renewable generation equipment (panels, inverters, regulators etc - defined in the Rebates available section of the official AGO RRPGP guidelines) must be at least 30 per cent of the total cost of equipment and services on which a rebate is sought.
  • The minimum size of the renewable generation component of the system is 450 W peak output.
  • The system must be designed by a person holding design accreditation from the Business Council for Sustainable Energy or by an appropriately experienced member of the Institute of Engineers Australia.

 

 

Renewable Energy Certificates (RECs)

 

RECs are issued by the Office of the Renewable Energy Regulator; created to ensure that Australian Government meets its Mandatory Renewable Energy Target (MRET) of 20% by 2020.

 

Renewable Energy Certificates are provided when an eligible off grid wind energy or solar power system is installed. RECs can be cashed in and the value of the certificates vary.
